Friends of Fulwell Charity decided to create the garden tribute as a way of thanking Margaret for the many community projects and businesses she supported in Fulwell over the years.
Charity founder Peter Curtis and trustee Adrienne Dickson surprised Richard Beck when they presented him with the roses, the first of the charity’s remembrance tributes.
A charity spokeswoman said: “Former councillor Margaret was instrumental in delivering many community projects in the Fulwell area and the roses will become a centrepiece of the new gardens on the library grounds which Richard has planned to improve.”
