Developers state the plans would fit into wider leisure offer in the area including bars, restaurants, cinema and bowling facilities.
Works on the building also include installing two new windows to the west elevation, and internal works.
A Design and Access statement, prepared by Sunderland-based firm Fitz Architects, provides extra details on the scheme.

“The design has been thoroughly thought-out to serve the public and potential customers.”
It goes on to say: “These minor alterations to the existing building will create a much healthier and more comfortable space for customers of the proposed café to enjoy whilst incorporating a more aesthetically pleasing and presentable exterior.
“The impact of the proposals is minimal therefore it will be the local authority’s responsibility to support the sympathetic design solution this scheme presents.”
